Program Director Opportunities at the NSF/CISE Office of Advanced Cyberinfrastructure (OAC)

The Office of Advanced Cyberinfrastructure (OAC) within the Directorate for Computer and Information Science and Engineering (CISE) at the National Science Foundation (NSF) announces a nationwide search to fill several Program Director positions in the following areas:

Advanced computing. This program area seeks to support all S&E research by provisioning cutting-edge advanced computing technologies, hardware, and software, and aims to promote an innovative and diverse portfolio of advanced computing infrastructure and services for research and education.

Software and Data Services. This program area addresses all aspects and layers of cyberinfrastructure and supports development prototypes that apply to all S&E domains, enable collaboration across disciplines, and/or may have the potential to transition or otherwise incorporate research outcomes to software or network-delivered services that can become part of research cyberinfrastructure.

Learning and Workforce Development (LWD). This program area supports research and education to prepare, nurture, and grow the national scientific workforce for creating, employing, and supporting advanced research cyberinfrastructure through cross-cutting programs in advanced cyberinfrastructure research; in education and training; and in research workforce development and career advancement.

Data Cyberinfrastructure. This program area encourages development of robust and shared data-centric cyberinfrastructure capabilities and services to accelerate interdisciplinary and collaborative research priorities in areas of inquiry stimulated by data across all science and engineering (S&E) disciplines to advance scientific discovery.

Networking/Cybersecurity. This program area supports innovative, robust, end-to-end, engineered high-performance connectivity to enable S&E research and education communities to more fully access the collective portfolio of national and international data- and compute-intensive, trustworthy, and reliable cyberinfrastructure.

OAC is particularly interested in exploring models of integrated advanced cyberinfrastructure and cyberinfrastructure services.

Program Directors are responsible for specific areas. They solicit, receive, and review research, research infrastructure, and education proposals; make funding recommendations; administer awards; and interact with relevant research, research infrastructure, and education communities. They also provide service to NSF-wide activities and often work across government agencies to enable interagency collaborations. Program Directors contribute to the accomplishment of NSF's strategic goals to (1) Expand knowledge in science, engineering, and learning; (2) Advance the capability of the Nation to meet current and future challenges; and (3) Enhance NSF's performance of its mission.

Qualification requirements: Ph.D. or equivalent professional experience in a relevant discipline in science or engineering, plus six or more years of successful research, research administration, and/or managerial experience in academe, industry, or government. The position requires outstanding knowledge of the relevant and related areas; commitment to fairness, ethical conduct, and personal integrity; receptivity to new ideas; a strong work ethic and initiative; excellent interpersonal skills; and expert communication ability. Familiarity with NSF activities is highly desirable.

The positions recruited under this announcement will be filled under the following appointment option:
Intergovernmental Personnel Act (IPA) Assignment: Individuals eligible for an IPA assignment with a Federal agency include employees of State and local government agencies or institutions of higher education, Indian tribal governments, and other eligible organizations in instances where such assignments would be of mutual benefit to the organizations involved. Initial assignments under IPA provisions may be made for a period up to two years, with a possible extension for up to an additional two-year period. The individual remains an employee of the home institution and NSF provides the negotiated funding toward the assignee's salary and benefits. Initial IPA assignments are made for a one-year period and may be extended by mutual agreement.

Applications will be accepted from U.S. Citizens. Recent changes in Federal Appropriations Law require Non-Citizens to meet certain eligibility criteria to be considered. Therefore, Non-Citizens must certify eligibility by signing and attaching this Citizenship Affidavit to their application. This also applies to individuals considered for IPA assignments to NSF. Non-citizens who do not provide the affidavit at the time of application will not be considered eligible.
